Millcreek settles misappropriation accusations

FISHER - “There should be no more personal use of tax exempt card,” Millcreek Township Supervisor Lary Puskaric read from the results of the township’s 2007 audit at the recent board of supervisors meeting. About 20 people were in attendance.

“There had been three tax exempt purchases, two lag bolts and some cracked corn,” Puskaric continued. “Also there was some concern over a lost set of keys. The auditors recommend we change all locks that could have been affected.

The auditors continued “Lary please reimburse the purchase made Feb. 2, 2007 , for chocolate covered peanuts, nonpareils, and birdseed, total $5.98.’”

Puskaric said, “That has already been done and taken care of. The birdseed was for our (the township’s) birdfeeder outside.”

It seemed the accusations of misappropriation of funds had been put to bed.

The audit was performed by Kathy Seamens, Kimberly Lewis, and Johnette Ferris.

Also included in the auditors’ recommendations :

Supervisors should keep separate gas logsheets for each township vehicle.

Vehicle and equipment maintenance logs should be kept up to date.

Township should purchase more tools to limit the use of employee-owned tools in the shop.

Township should plan to pay back $50,000 account used to rebuild after fire.

Township should purchase engraving tool to engrave all township tools.

Township employee lunch breaks are to be off the clock.

In other business the board:

Approved application for PLGIT card. PLGIT is a state program for local municipality governments with access card to interest-bearing municipality accounts.

Discussed bridge, co-owned with Clarion Township at south of county. The bridge has a five-ton weight limit and needs to be raised to eight-ton to allow school buses to cross.

Discussed joining Clarion River Municipal Partnership. CRMP is made up of 11 other municipalities and promotes recreational activities and tourism along the river. Membership will cost $150 with required advertising.

Heard from a Department of Conservation of Natural Resources forester who came to meet supervisors. New DCNR land will be in the township as land is transferred between the Pennsylvania Game Commission and DCNR.

Awarded a contract to Glenn O Hawbaker Incorporated for road materials.
