Knox moves ahead with sewage plan

CLARION - “We have received no public comments during the 30-day comment period,” engineer Marty English told the Knox Borough council members at their May 5 meeting. English then passed around a resolution for the board’s approval for the final application to the Department of Environmental Protection for the Act 537 joint sewer project with Knox Borough and Beaver Township .

The plan includes an extended aeration plant for $6,002,100, complete sanitary sewer replacement for $7,139,000 and a Beaver Township collection system for $2,987,000.

The projected worst-case-scenario sewer rates for Knox and Beaver residents after the rebuild will be $91.03 per month with an anticipated 758 customers in the borough, 125 in Beaver Township and an additional 72 at Wolf’s Campground.

English told council May 5 he would submit the applications to DEP the next day, and the council would then have to wait for DEP’s final approval.

But what will happen to the nearly $500,000 the council has accumulated after last year’s sewer/water bill price increase when a joint sewer authority is formed between the two municipalities?

Council members believe the money should stay in the borough and benefit borough residents only.

“This money came off our bills,” council president Jack Bish Jr. said. “If we can use it to take 15 or 20 bucks off Knox’s people’s bills I think we should do that.”

The rest of the council was in agreement and it was decided to check with borough legal counsel to determine how the borough could keep that money to benefit Knox Borough residents and avoid handing it over to the joint Knox/Beaver sewer authority when it is formed.

It may be some time before an authority is formed.

Knox Borough and Beaver Township have agreed to form a joint municipal authority to oversee the proposed joint sewage collection and treatment venture, but no formal steps have been taken.

Borough secretary Sharon Heeter told the council she had heard from only one resident interested in serving on the new authority.

Beaver Township has two interested people English told the council.

A total of five people are needed to fill the authority.
