North Clarion hikes tax
By Tom DiStefano, Clarion News Writer

FRILLS CORNERS - The North Clarion School district reduced most expenditures, but a new roof means a property tax increase of 2.59 mills for the upcoming school year. Rates will rise from 43.9 mills to 46.49 mills

Even with the hike, expenditures will total $8.8 million – about $1.2 million higher than expected revenues of $7.4 million, superintendent David Stake said.

The school board in March approved a $678,000 project to replace the roof on the high school building.

Other tax rates in the district will remain steady: occupational assessment, 18 percent; earned income tax, .5 percent; real estate transfer tax, .5 percent; and two per capita taxes of $5 each.

The board approved the new property tax rate unanimously and with no discussion.

The district faces reduced funding from the state – the proposed state subsidy increase for this year is just 1.5 percent for North Clarion, lower than the inflation rate.

Last month, the board signed on to a letter to the state legislature calling for relief from the subsidy cuts.

Other business

lJoe Vogelbacher served on the school board for at least 20 years, but that era is over as the board accepted his letter of resignation for retirement.

The board scheduled a special meeting for 6:30 p.m. June 9 to fill the vacancy. The non-voting work session, usually held on the first Monday of the month, will follow on June 9 at 7 p.m.

lNorth Clarion approved its end of a cooperative agreement with Forest Area School District for a joint summer driver education program.

The program will cost participating students from North Clarion or Forest Area $50 each.

This is a change from last month, when the board approved a driver education program run by North Clarion that would charge its students $75, and would allow Forest Area students to participate for a $125 fee.

lThe board re-appointed some of its officers for 2008-09. Barb Beveridge remains board secretary, Tina Karg remains assistant board secretary and board member Kim Borland remains treasurer.

lThe board held two closed executive sessions for purposes of discussion personnel matters; at least one apparently related to complaints from parents regarding a staff member.

The other apparently related the board’s vote to appoint Christie McWilliams as varsity cheerleader advisor for the 2008-09 school year, immediately following the two sessions.

lThe board approved the purchase of air conditioning equipment from Chris Cicciarelli at a cost not to exceed $9,130.
