North Clarion finalizes tax hike

FRILLS CORNERS - The North Clarion school board June 23 unanimously adopted 2008-09 budget predicting expenditures will outstrip revenues by nearly 19 percent.

The budget, which includes a 2.59 mill property tax increase approved in May, shows expenditures at $8.8 million and revenues at $7.4 million.

Other tax rates remain steady: 18 percent; earned income tax, .5 percent; real estate transfer tax, .5 percent; and two per capita taxes of $5 each.

The budget includes expenditures for a $678,000 roof replacement project, and sees an increase in revenues from state subsidies of only 1.5 percent, as low as any district in the state and well below the rate of inflation.

Reorganization matters

The board made a number of standard summer reorganization appointments, including:

Financial depositories – Clarion County Community Bank, Farmers National Bank, First United National Bank, National City, Northwest Savings Bank, S&T Bank and Pennsylvania Local Government Investment Trust (PLGIT).

Legal – counsel, Terry Heeter; auditors, Troese and Associates.

Medical – physician, Dr. Paul Hamm; dentist, Titusville Area Hospital Dental Clinic.

Board – secretary, Barb Beveridge; treasurer, Kim Borland; Riverview Intermediate Unit representative, Nancy Keen.

Tax collectors – Nancy Mellon in Farmington Township , Linda Gatesman in Knox Township and Martha Kaltenbach in Washington Township .

Personnel

The board approved annual salaries for the district’s three principals. High school principal Steve Young and elementary principal Bob Collett will each be paid $74,556; assistant principal Michael Moore will receive $61,533.

The board approved a five year contract with support staff employees that provide a raise of 45 cents an hour each year.

The board hired three elementary teachers: Amanda Karg, Donna Rhodes and Rachel Losego. Elementary teacher Melissa Beggs, who has served three years as a temporary employee, was granted permanent employee status.
