Enrollment drops at ACV, budget and tax hike pass

FOXBURG - Since the 1998-99 school year Allegheny-Clarion Valley School District ’s total student enrollment has dropped by 242 from 1,123 to 881 for the 2007-08 year. But since 2001-02 the district has added five employees.

District  Superintendent Brenda Brinker distributed a packet of papers tracing trends in class sizes and enrollment numbers as well as trends in the number of employees at the school to the school board members at their June 23 regular meeting.

Brinker said a lot of Western Pennsylvania schools, especially those in Clarion County , are experiencing similar drops in enrollment.

Brinker cited Pennsylvania Department of Education figures that project A-C Valley ’s total enrollment to drop steadily. PDE projects there will be 748 students for the 2011-12 school year, and for 2016-17, the last year predicted in the study, PDE projects there will be 672 students enrolled.

Brinker said that the PDE projection for 2007-08 was 887, only six students higher than the actual figure of 881 total enrolled.

Budget approved

The school board unanimously approved the $11,686,385 operating budget for the 2008-09 school year. The budget includes a 3.55 mill increase for Clarion County residents who live in the district.

A mill is one dollar for every $1,000 of assessed property value.

Veteran teacher retires

The board accepted the resignation of Spanish and French teacher David Kinman for the purpose of retirement. Kinman had taught in the district for 35 years, and was called a “pillar of the staff” by board members.

Salaries set

The board also established the salaries of the district’s administrators and meet-and-discuss personnel.

Superintendent Brenda Brinker will receive $99,360. She received $96,000 in 2007-08.

Business Manager Emily Foust will receive $42,839. She received $41,591 in 07-08.

Elementary Principal Jon Fair will receive $66,736. He received $63,500 in 07-08.

Secondary Principal David McDeavitt will receive $70,017. He received $66,768 in 07-08.

Assistant Secondary Principal Josh Tabor will receive $56,000. Tabor is a new hire.

Psychologist Joanne Domire will receive $70,576. She received $67,804 in 07-08.

Secretary to the Superintendent Jodie Sheakley will receive $26,333. She received $25,566 in 07-08.

Central Office Secretary Robin Farrington will receive $31,180. She received $30,272 in 07-08.

Elementary Secretary Stacy Redding will receive $22,145. She received $21,500 in 07-08.

Attendance Officer Minnie Logue will receive $28,490. She received $27,660 in 07-08.

Building and Grounds Director Mark Milford will receive $44,991. He received $43,681 in 07-08.

Maintenance Technician Dan White will receive $35,648. He received $34,610 in 07-08.

Maintenance Technician/Technology Mitch Overheim will receive $30,421. He received $29,535 in 07-08.

Computer Technician Jeffrey Raybuck will receive $40,978. He received $39,784 in 07-08.

In other business the board:

Approved the Homestead/Farmstead Tax Exclusion Resolution. Eligible residents in the district will receive a $184 tax credit on their bills after the exclusion.

Approved contracting under GASB45 with Milliman at a cost of $5,950. Government Accounting Standards Board (GASB) 45, a new accounting rule, says that public employers can no longer report post-retirement health benefits on a pay-as-you-go basis and instead account for and report the annual cost of other post-retirement benefits for current and future retirees.

Approved contracting with Dr. Brent M. Bailey for the purpose of providing school dentist services for the 2008-09 school year at a per student cost of $3.50, including supplies and staff assistance.

Approved contracting with Health Services of Clarion, Inc./Dr. Charlotte Kaplan for the purpose of providing school doctor services for the 2008-09 and 2009-10 school years with costs established at $10 per student physical, $15 per bus driver physical, and $55 for attendance at home football games.

Approved contracting with Scott W. Schreffler for the purpose of providing school solicitor services for the 2008-09 school year at a cost of $6,400 as a retainer, $80 per hour for attorney time exceeding 80 hours, $70 per hour for paralegal services and $50 per hour for office staff services.

Approved designating Farmers National Bank as the district’s primary depository, effective July 1 and continuing for a maximum of three school years. The level of service of the primary depository will be evaluated annually. If the level of service within the three-year period is evaluated as unsatisfactory, the designation of the primary depository may be reconsidered by the board at the conclusion of any school year. At the end of the 2010-11 school year, the board will accept proposals for the position of primary depository.

Awarded a contract for general supplies for the elementary and high school to Kurtz Bros. in the amount of $26,462.

4Approved a contract with Mid-Atlantic Youth Services. MAYS provides treatment to at-risk students.

Approved adding the following teachers to the substitute list for the 2008-09 school year:

Chuck Burroway, English; Ashley Weatherby, elementary and special education; Cathy Lieberum, elementary; Dale McCall, social studies; Lora Green, math; Jessica Raybuck, elementary and music; and Stefanie Flatt, Spanish.

Approved hiring Jaclyn Jones for the position of Spanish teacher for the beginning of the 2008-09 school year at a starting salary of $41,325.

Approved granting tenure to Linda Miller and Stacy Fox.

Approved hiring Lori King for the band front position at a supplemental salary of $687.

Approved a resolution to participate in the Intermediate Unit 6 Guest Teacher Consortium at a cost of $600.

Approved the request of the Girl Scouts of Western Pennsylvania and the Boy Scouts of America to use the elementary cafetorium on Sept. 3 from 6-8 p.m. for scout registration.

Appointed board member Robert McGinnis to serve as alternate on the Joint Operating Committee of the Clarion County Career Center .
