Autumn Leaf Festival keeps local police departments busy

CLARION - “This was my first Autumn Leaf Festival (as station commander) and I asked the troopers to tell me what goes on during ALF and I decided we didn’t want to be out-manned this year.”

That was state police Sgt. Frank Wolbert’s plan of action for this year’s ALF weekend and the effort resulted in an increased state police presence around Clarion Borough.

State police handled 37 incidents between Oct. 2 and 5, with nearly all of this incidents occurring in and around Clarion Borough.

Meanwhile, Clarion Borough Police handled 143 incidents related to the ALF events.

Wolbert said he contacted his troop commander at Punxsutawney and asked for additional manpower for the Oct. 3 and 4 weekend.

“The department has a program called Check Point Strike Force II that concentrates in the area of one station in each troop every weekend,” said Wolbert. “We were able to use that program to being in 11 additional troopers for the weekend.”

Wolbert said state police focused its efforts along the South Fifth Avenue area.

“There were some real problems in that area last year and we didn’t want a repeat of that,” said Wolbert.

State police investigated and/or made arrests related to seven cases of driving under the influence of alcohol; seven motorists assists; six towed vehicles; five cases of underage consumption of alcohol; five traffic violations; three cases of theft; three instances of hit and run crashes; two reportable crashes, two disturbances; and one case each of criminal mischief, disorderly conduct, assault and drug possession.

State police also reported two incidents during which tasers were used. One of those incidents occurred at a Clarion bar and the other on the Clarion University campus during a fight at a dance.

“Clarion was busy with the annual Autumn Leaf Festival,” said Wolbert. “But even with the usual problems we were able to be proactive. The community definitely knew we were out in force this year and the results show it.”

Wolbert said he believes the increased presence of troopers helped keep the number if incidents down.

“The troopers knew what they needed to do, they stepped up, dug in and did a great job,” said Wolbert.

Clarion Borough Police responded to 143 incidents during the Autumn Leaf Festival.

Sixty-seven arrests were made during the two-week event.

Thirty-three people were charged with public drunkenness; nine with disorderly conduct; six for theft; five for DUI; four for vandalism; and one each for assault, burglary and forgery.

Clarion Borough Police issued 35 traffic law citations, 461 parking tickets and had 10 vehicles towed.

Clarion Borough Police also responded to 28 complaints about parking; 27 complaints about excessive noise; 23 alcohol-related complaints; 13 complaints about criminal mischief or disturbances and 10 medical-related incidents.

Clarion Borough Police Chief Mark Hall said each of his officers worked at least one overtime shift during ALF.

“We basically dealt with misdemeanor and summary offenses,” said Hall. “We had some DUIs, public drunkenness, disorderly conduct and vandalism.”

Clarion Borough police were assisted throughout the week by the state police, the Clarion County sheriff’s office and Knox Borough Police.

“Our guys did an outstanding job keeping the town safe during a major event,” said Hall. “And, the public works department was a big help – erecting barriers and keeping things cleaned up and in place.”
